Change Your Clocks; Change Your Smoke Detector Batteries
Manchester Fire-Rescue-EMS Department is urging citizens to change the batteries in their smoke alarms when they change their clocks (fall back) on November 1, 2009. It is a local requirement to have working smoke alarms on every level in a home and outside all sleeping areas. Only working smoke detectors can alert people to fire and give them the precious seconds they need to safely escape a fire inside the home. In many fatal home fires, the smoke alarms have not worked, often because the batteries are dead, disconnected or missing. Smoke alarms are essential to detecting smoke in the early stages of fire. Many people are alive today because they were alerted by their smoke alarms. Smoke alarms should be tested monthly and replaced if they are more than ten years old.

The Manchester Children, Youth and Family Master Plan offers a positive way to deal with these issues and help our youth and families thrive.
Mr. Silver explains why and how the plan was developed and how a pilot project will be implemented in the Southeast Quadrant of Manchester (the area between Main, Center and E.
Middle Turnpike, the Bolton town line and the Glastonbury town line). Learn about the major components of the plan such as the Neighborhood College, the Youth College, Neighborhood Quadrants and thriving indicators. It's an

Bordeaux, Environmental Planner/Wetlands Agent for the Town of Manchester will explain the newly adopted Aquifer Protection Regulations based on the State Department of Environmental Protection Model Municipal Regulations as required by State Statutes to protect the groundwater supply from pollution.
Questions and answers will follow the presentation.
There are 132 businesses in the Manchester area that could have to register with the Town. Facilities where regulated activities are conducted must be registered with the Town Aquifer Protection Agency by December 13, 2009 in order to continue to operate.
The new regulations represent a State-wide initiative to increase protection of wells that are part of the public water supply.

The Manchester Children, Youth and Family Master Plan offers a positive way to deal with these issues and help our youth and families thrive.
Mr. Silver explains why and how the plan was developed and how a pilot project will be implemented in the Southeast Quadrant of Manchester (the area between Main, Center and E.
Middle Turnpike, the Bolton town line and the Glastonbury town line). Learn about the major components of the plan such as the Neighborhood College, the Youth College, Neighborhood Quadrants and thriving indicators. It's an

Road Race closures
Main St. will be closed to traffic between Bissell St. and Maple St. from 5:00 am until 7:00 am to allow the construction crews to erect the fencing and ropes along the roadway.
At 7:00 am Main St. will be closed from Center St. to Charter Oak St. until the conclusion of the race.
At 9:15 am the entire race route will be closed to vehicular traffic.
After the tail car of the race passes, roads will be opened up behind it.
However, Main St. will continued to stay closed from Center St. to Charter Oak St until race clean up is completed around 1:00 pm.
BUS SHUTTLES: The FREE shuttle service transports runners and spectators to and from the race. The shuttle includes three pick up locations and drop off areas a few blocks from the starting line. People can park at the Commuter parking lot in Bolton (adjacent to the old Manchester Drive In) and State of Connecticut Social Services Department parking lot (699 East Middle Turnpike) or at Manchester Community College, lot C. Buses will transport people near intersection of Main and Center Streets for drop off and pickup. Bus pick up BEFORE the race at the above lots from 7:45am to 9:15am. The CLCC is a 501(c)3 non-profit seeking to develop a residential facility with vocational services for adults diagnosed with autism spectrum disorder and other developmental disabilities. The organization will use a farmstead model in Eastern Connecticut.
The CLCC has already received two grants, one for a needs assessment, and the second to fund a greenhouse, to be built on a 5-acre parcel of land that will also be used for farming. Negotiations for the land are in progress.
The Centers for Disease Control and Prevention has just released new estimates for the occurrence of autism: now 1 in 91 children, up from 1 in 150 children in 2007. As children “age out” of a system providing education and support when they turn 21, their needs could well overwhelm health care and other services. The CLCC is a proactive organization designed to address the future.

Youth,family and neighborhood issues will be addressed on the November episode of the Manchester Review at 9 PM on Mondays, Cox
PATV, Channel 15. This program will air every Monday through the month of November begininng Monday, Nov 9th. Host Matt Peak interviews Christopher Silver, newly appointed Director of
the Office of Neighborhoods and Families concerning the Master Plan.
As with many communities, Manchester struggles with how to deal with the many challenges facing our youth. families and neighborhoods. Alienated
youth, older disconnected neighborhoods and families living in poverty stress our resources. Traditional approaches to "fixing " the problems just don't seem to work. The Manchester Children, Youth and Family Master Plan offers a positive way to deal with these issues and help our youth and families thrive.
Mr. Silver explains why and how the plan was developed and how a pilot project will be implemented in the Southeast Quadrant of Manchester (the area between Main, Center and E.
Middle Turnpike, the Bolton town line and the Glastonbury town line). Learn about the major components of the plan such as the Neighborhood College, the Youth College, Neighborhood Quadrants and thriving indicators. It's an
extensive plan with high expectations. It will be challenging but rewarding for the community to implement it successfully. Tune in to find out how
